JUNE 28 UPDATE: Many of you attempted to join the HHSC RHP Planning Protocol webinar on Thursday, June 21, 2012, but were either delayed or unable to join due to technical difficulties. The focus of the meeting centered around DSRIP Planning, and we learned that HHSC is incorporating the Texas DSRIP menu into the California Protocol to (hopefully) expedite CMS approval. The webinar was intended as a preview of what HHSC is preparing to submit to CMS by the end of June. The PowerPoint from last week’s meeting is now online. HHSC has committed to posting a recording of the DSRIP webinar and an updated DSRIP menu to the waiver website the first week of July. The HHSC waiver website is: http://www.hhsc.state.tx.us/1115-waiver.shtml. (We will also link to the RHP 2 website for your ease).

As a reminder, RHP 2 will have a regularly scheduled Waiver Planning Meeting tomorrow, Friday, June 29, 2012, at UTMB’s Specialty Care Center at Victory Lakes. This meeting will focus on the Uncompensated Care Payments under the 1115 Waiver, with a special presentation by Robert Dowless, UTMB’s Executive Director of Medicare & Medicaid Reimbursement (see below). If unable to join in person, an on-line meeting option is available using Microsoft Lync in conjunction with audio using the conference call information listed on the agenda. Question on access? June 18 Update: Timelines, Upcoming DSRIP and Funding Protocol Webinars

Thank you to those who participated in the recent 1115 Transformation Waiver Planning Meeting hosted by RHP 2 on Friday, June 15, 2012.  We had excellent representation from the 16-counties that comprise Region 2.  In addition to general waiver updates, the meeting focused on DSRIP project ideas.  

The following timeline has been established for submission of RHP 2 DSRIP Projects.  There will be three (3) opportunities to submit project ideas for Regional Steering Committee (RSC) review. 

  • Due Monday, July 2, 2012 for RSC Review on Friday, July 6, 2012
  • Due Monday, July 16, 2012 for RSC Review on Friday, July 20, 2012
  • Due Monday, July 30, 2012 for RSC Review on Friday, August 3, 2012

Please use the referenced template so all projects are submitted in the same format for easier review by the RSC.  Please note that this template was not created by HHSC or CMS; rather, it was created as a tool for RHP 2 stakeholders to use to draft possible projects to be added to the Regional Health Plan.  Any template issued by HHSC or CMS will take the place of this template.  Additionally, if HHSC/CMS issues any directives that impact submission deadlines, we will inform RHP 2 stakeholders and modify the above as required for compliance.

June 15 Update: Transformation Waiver - Upcoming DSRIP and Funding Protocol Webinars

HHSC will hold two upcoming webinars concerning the 1115 Transformation Waiver.

Updated DSRIP Menu Webinar – June 21, 11am-12:30pm Central:  Thank you to all who submitted feedback on the draft DSRIP menu.  HHSC received hundreds of comments and incorporated suggestions that are reasonable, meet the goals of the waiver, and have data available.  During the webinar, HHSC and the Texas Medical Foundation will review the new document, the process used in updating it, and next steps.  HHSC currently is finalizing the document to be shared with the Centers for Medicare and Medicaid Services (CMS) and stakeholders by early July.  Participants can choose to login online or to only call-in.  All participants will receive the same information and can participate in the Questions-and-Answers session.

Updated Program Funding and Mechanics (PFM) Protocol Webinar – June 25, 3:30-5pm Central:  Thank you also to those who submitted feedback on the draft PFM Protocol.  During this webinar, HHSC will provide an update on the protocol, review comments submitted, and cover next steps.  HHSC is continuing to negotiate the details of the PFM Protocol with CMS through June and July.  Participants can choose to login online or to only call-in.

June 14 Update: Good Evening Region 2. An action item from both the Region 2 Planning Meeting on June 1st and the Regional Steering Committee (RSC) Meeting on June 8th was the creation of a DSRIP Project Template for RHP 2 to use for planning purposes. Below you will find a template to use. Please note, this template was not created by HHSC or CMS; rather, it was created as a tool for RHP 2 stakeholders to use to draft possible projects to be added to the Regional Health Plan. Any template issued by HHSC or CMA will take the place of this template in the RHP. We will discuss this template at the end of tomorrow’s Region 2 meeting. If you plan to conference in, please have a copy of this template available for discussion. We will have copies printed for those who attend in person. We are looking forward to a productive discussion on DSRIP ideas tomorrow morning.

JUNE 12 UPDATE: The agenda is now online for the upcoming RHP 2 1115 Waiver Meeting on Friday, June 15, 2012 at 8:30 a.m. The meeting will be held at UTMB’s Specialty Care Center at Victory Lakes in League City; however, we will have a teleconference option for those unable to join us on-site. This meeting will focus on Delivery System Reform Incentive Payment (DSRIP) project ideas. As a way to open general discussion on the topic, representatives from the Angleton Danbury Medical Center and UTMB Health will present a few of the DSRIP project ideas they are exploring. JUNE 5 UPDATE: As requested at our most recent Region 2 meeting, we've now assembled and made available a contact list. [Download Region 2 Contact List]

JUNE 4 UPDATE: The regions have been finalized and announced by HHSC. The map and anchor list have been updated to reflect the changes.

Region 2, anchored by The University of Texas Medical Branch at Galveston (UTMB Health), is confirmed with the following 16 counties: Angelina, Brazoria, Galveston, Hardin, Jasper, Jefferson, Liberty, Nacogdoches, Newton, Orange, Polk, Sabine, San Augustine, San Jacinto, Shelby and Tyler counties.

Region 2 had a very successful meeting last Friday with representatives from a majority of the region attending in person or by phone. These region-wide meetings will take place every other Friday, with the next meeting set for 8:30 a.m. on Friday, June 15, 2012. Meetings will be held at UTMB’s Specialty Care Center at Victory Lakes in League City and teleconference instructions and agendas will published in advance of each session.

As follow-up to the meeting last week, we are seeking individuals who wish to be part of the Regional Advisory Committee. If you are interested, please let us know as soon as possible. This group will meet twice a month on alternating Fridays from the region-wide meeting. The first meeting will be this Friday, June 8, 2012. Please note that there is a time commitment required, especially once possible DSRIP Projects are identified within Region 2. We are seeking to get representation from the 16-county region with a mix of backgrounds including: hospital/clinic administration, county government and social services. We have some volunteers, but wanted to remind the stakeholders in Region 2 who might have an interest in being part of this group.

BIWEEKLY MEETINGS STARTED JUNE 1

Beginning on Friday, June 1, 2012, The University of Texas Medical Branch at Galveston (UTMB Health) began hosting biweekly meetings (June 1, 15, 29, etc.) for Region 2 stakeholders and any other interested parties, regardless of their RHP designation. [get details]

Public Hearing held June 7

On June 7, HHSC held a public hearing to obtain feedback on the draft Program Funding and Mechanics Protocol. Meeting information is published on the HHSC public meetings page.
