OCTOBER 31 Update: Dear Region 2 Stakeholders:
You are invited to join the Region 2 anchor team, the RHP 2 Regional Steering Committee (RSC) and the other regional stakeholders this Friday, November 2, 2012 at UTMB’s Specialty Care Center at Victory Lakes (League City, Texas) for an important 1115 Waiver meeting. The day will begin at 8:30 am with a continental breakfast to celebrate the completion of our first part submission, and then we will start the waiver meeting promptly at 9 am. We anticipate a full agenda, but will aim to conclude by 10:30 am.

This will be an important meeting to review RHP 2’s recent HHSC submission covering Sections I, II & III, including supplemental documents related to our region’s Community Need Assessment (CNA). The deadline was 10 am (cst) today; however, we were successful in turning it in yesterday afternoon. Also, on Friday, we will converse about pass 1 projects, discuss our planning calendar/timeline that will ensure we meet the next deadline, update the region on the status of pass 2 and field questions on any items not covered on the agenda. As a bonus, members of the RHP 2 anchor construction team will be on hand to answer any outstanding questions and make sure all entities participating in DSRIP are on target to re-submit final plans with suggested edits.
We have now posted RHP 2’s submission (approximately 50 pages) and our region’s supplemental material package that was also submitted to HHSC yesterday*. (See links below). Please review the documents prior to Friday’s meeting. It will also be helpful for you to print out and bring a hard copy to the meeting.
*PLEASE NOTE: This first submission is editable; so, after review by the RSC and regional stakeholders, we can modify when we turn in the second submission due mid-November.

OCTOBER 30 Update: We wanted to announce that the HHSC 1115 Transformation Waiver team will be holding a teleconference addressing questions related to project outcomes and baselines this Thursday, November 1, 2012 from 2-4 pm (CST). Dr. Betsy Shenkman, who is the Texas Medicaid External Quality Review Organization (EQRO) quality expert, will answer emailed questions about project baselines and outcomes and then will take additional questions from teleconference participants.
If you would like to email Dr. Shenkman a question, please send it to the waiver mailbox at TXHealthcareTransformation@hhsc.state.tx.us by close of business tomorrow, October 31, 2012. Please put “Baseline/Outcome Question” in the subject line so HHSC staff can easily identify your question and route it accordingly.

OCTOBER 22 Update: This Friday’s RHP 2 planning meeting (October 26th) is being cancelled to allow the anchor team time to prepare for the first submission deadline of October 31, 2012 to HHSC. All DSRIP projects were due last Friday, and the anchor team is now in process of reviewing and linking to the community needs assessment. If the team needs further clarification or additional project information, they will reach out directly to the performing provider.

OCTOBER 8 Update: I want to take this opportunity to personally thank those of you who have submitted your revised DSRIP projects, and remind stakeholders who have not yet done so that the new deadline for RHP 2 DSRIP projects is this Friday, October 12, 2012. If you are a UTMB project owner, your projects were due last Friday, October 5, 2012. On behalf of the RHP 2 Anchor Team and UTMB’s Health System Leadership, we appreciate your hard work to get them submitted on time given all of the recent changes.
Once projects are submitted, the anchor DSRIP Review Team will begin their evaluation to make sure that they are compliant with the requirements set forth by HHSC for inclusion into the regional plan. A member of the team will be in contact with any questions, suggestions and/or required modifications. If you need any additional guidance on DSRIP, including assistance with the suggested valuation tool presented to the region, please e-mail me at: email@example.com with a cc: to firstname.lastname@example.org and we will connect you with a regional anchor resource as soon as possible.
Please note that this week’s RHP 2 Planning Meeting is being cancelled to allow stakeholders the opportunity to complete their DSRIP projects to meet the Friday, October 12, 2012 5 pm (CST) deadline. We will reconvene the following week, and will send out notification with an agenda closer to the date. Likewise, if we receive any new information from HHSC that requires a meeting, we will notify the region and make a teleconference option available.

OCTOBER 4 Update: Please see the notice from HHSC below. While there are no firm date commitments, HHSC and CMS recognize that additional time is needed for the development of projects given the new protocol complexities.
In RHP 2, we want to work with you to provide extra time for you to submit your projects with the new requirements; therefore, tomorrow’s 5 pm deadline for projects with IGT (secure) will be extended. If you have worked to meet this original deadline and want to send your projects in for anchor review, please feel free to do so. At this time, we are extending the deadline by one week to Friday, October 12, 2012; however, if after today’s Executive Waiver Committee meeting or tomorrow’s Anchor Call we find out more specifics on dates/extensions, we will modify the new deadline accordingly. We will also discuss more at tomorrow’s RHP 2 Regional Planning Meeting at UTMB’s Victory Lakes campus.

Since the release of the RHP Planning Protocol, which was just approved last week, we have received a significant number of questions from providers on developing good plans. It has become clear that additional time is needed for developing projects that meet the complexities of the Protocol.
We have worked with CMS to extend the timeline. This will allow us to provide responses to Frequently Asked Questions and for CMS to review responses. We are asking Pass 1 Performing Providers that need additional time to please reach out to their anchors to notify them. For purposes of the October 31, 2012 deadline, we will require a subset of the RHP Plan Template, through the Needs Assessment Section III, to submit to CMS.
While HHSC wants to work to get Plans submitted as soon as possible, we also have heard the requests that more time is needed. We are excited about the projects that are in development and have also received input from other stakeholders about the innovation that is occurring in the regions.
If there is consensus in a region that the timeline can be met, you can submit on the current schedule.

Anchors, please be advised that the anchor workbook will be posted early next week. We had built the anchor workbooks with the hope that we could include some additional flexibility for Pass 1; however, CMS has not granted the change.
OCTOBER 2 Update: Please plan to join RHP 2 this Friday, October 5, 2012 at 8:30 am at UTMB’s Victory Lakes Specialty Care Center (League City, Texas) for an informative session on IGT mechanics under the 1115 Waiver. This meeting is in response to continued questions that are coming into us as regional anchor related to IGT rules/regulations. This meeting will be led by representatives from Gjerset & Lorenz, and will provide an opportunity for RHP 2 stakeholders to share their experiences, validate information, ask questions and (hopefully) dispel myths of how IGT transfers work under the 1115 Waiver.
We will also have members of the RHP2 1115 Waiver Construction Team on hand for any last minute questions prior to the 5 pm submission of DSRIP projects (with secured IGT).
