Take the Texas Department of Transportation. A negligent TxDOT employee was blamed for allowing the theft of a tractor originally valued at nearly $78,000. The Department of Public Safety, which ironically investigates thefts, was a victim itself. Thieves ripped off police shotguns, pistols and a rifle. In Galveston, the University of Texas Medical Branch got hit repeatedly last year. Thieves made off with thousands of dollars in computers, fax machines and cameras. But the vast majority of what’s listed in this report is classified not as stolen, but as missing - mostly laptop computers, digital cameras and TVs.
