Smith, a pediatric psychologist at the University of Texas Medical Branch, is the county commissioners’ representative on the local Head Start board. She had an exchange of e-mails Friday with Mayor Lyda Ann Thomas after seeing the mayor’s comments concerning a proposed merger between Head Start and the Galveston school district’s prekindergarten program. “I am concerned that the community is not aware of the great strides the Head Start program has made locally and nationally with respect to emphasizing instructional practices for ensuring children’s school readiness for kindergarten,” Smith wrote.
